Program implementation is a multi-phase process and can be implemented as resources permit.
Existing Programs:
If an existing program is stagnant and in need of revitalization or updating, we can help.
FAST Online – Cross Connection Control Program Management Software (Facility Assets. Surveying. Testing)
This multi purpose platform provides the most affordable & versatile cross connection control (CCC) program management system available. Because of this, FAST is also ideal for the smaller and medium sized municipal applications. This new online version is a product of many years of field and program management expertise providing a multi-purpose system designed to manage cross connection control data in the office or in the field. The system consists of a complete CCC management program (FAST Manager), an on-site facility surveyor platform (FAST Surveyor), and backflow assembly tester app that testers can use while testing and submitting reports directly to the the management program (FAST Tester).
FAST Manager:
The software provides a complete CCC program management system including:
- Customer & facility accounts management
- Facility hazard classifications based on Canadian Codes & Standards
- Backflow assembly inventory management
- Digital submitting of test reports from local testers (no more entering wrinkly hard to read paper test reports)
- Device test history
- Auto device test due reminders, customer notifications & enforcement (mail or email delivery capable)
- Customer correspondence tracking etc.
- Program status & compliancy reports
- Cross connection and hazard classification reference tables
Unlike other software, FAST Manager does more than just track annual backflow assembly testing.
Facility risk mitigation & program compliancy:
- Inventories all identified Cross Connections (protected or unprotected) and photo image import.
- Cross connection hazard classification for each cross connection based on Canadian Codes & Standards
- CCC Survey reports
- Auto facility assessment action required reports, notifications & enforcement
- Facility compliance can be based on type of programs (premise isolation, internal or both etc.)
- Multi CCC surveyor capable
These two components used together provide the most efficient, yet affordable cross connection control management system on the market and is invaluable for liability risk management. FAST has been managing numerous municipal CCC Programs since 2005.
FAST Surveyor:
This system was developed and is supported by several of our seasoned CCC Facility Surveyors & Program Managers. The platform is used to digitally capture Cross Connection information during on-site facility surveys using electronic hand held devices. This system has been used to perform thousands of facility hazard assessments (CCC Surveys). Utilizes highly structured pre-entered information with drop down components for efficient on-site surveys and consistent survey reports. (Based on applicable Canadian Codes & Standards).
FAST Tester:
This standalone mobile web application allows backflow assembly testers the ability to enter test data (while performing a test) and submit electronic test reports to any utility using FAST Manager, via their mobile phone or tablet (both Android and Apple iOS products). Utilities using the FAST Manager Cross Connection Control Program can accept digital test reports with a few simple clicks. Testers can also email the PDF test reports to municipalities not using the FAST system (if acceptable).*This is not just a digital PDF online form, but a true tester user platform!
- Auto PASS / FAIL & buffer calculations.
- Auto populates test form details
- Mandatory required fields in order to submit the test report avoiding errors.
- Manages data for all removed and replaced backflow preventers to avoid inventory confusion.
- Saves the Testers time, money and prevents confusion on site.
- Helps Testers manage existing customer backflow preventers (inventory, locations, annual test dates, gauge calibration dates, etc)
- Email confirmation of sent and accepted test reports are tracked verifying status of the test report.
- Tester & owner signatures can still be collected on the mobile device in real time.
- Testers can use FAST Tester throughout the provinces for other water utilities using FAST Manager.
- Testers can produce a PDF test report for customers or for submission to water suppliers not using the FAST Manager program.

We are currently providing this service to many Municipalities.
CCC Facility Hazard Assessment and Inspection Services
Our inspectors identify and record actual or potential cross connections in piping systems that could pose a threat to the drinking water system(s). An electronic survey is completed in the field using our custom designed FAST Surveyor app. An electronic report is provided of each facility indicating the type and location of each cross connection, the degree of hazard and the appropriate recommended level of protection required to eliminate or control each cross connection. All existing backflow preventers identified are inventoried and documented in FAST.
Completed surveys can then be distributed to the utility and to facility owners to ensure identified hazards are acknowledged and rectified within the scope of the municipalities CCC Program requirements.
MTS Inspectors are certified CCC Inspectors with years of experience and expertise in the backflow protection industry and are also professional instructors.
Backflow Assembly Testing & Inspection
MTS can also provide annual testing and inspection of backflow assemblies both large and small. Our certified testers are also trained and equipped in confined space entry where backflow assemblies are located in confined spaces.
